We interpret land-use planning documentation as documentation determined in §2 clause 1 n) on Act No. 183/2006 Coll., on Spatial Planning and Building Regulations i.e. spatial development principles, zoning plans and regulatory plans.
We interpret conservation areas as areas declared on the basis of clauses §5 and §6 of Act No. 20/1987 Coll., on State Heritage Preservation, as amended, i.e. heritage zones and heritage reservations.
For increased protection of conservation areas, i.e. heritage reservations (PR) and heritage zones (PZ), heritage buffer zones can be declared in affected areas according to clause §17 of the State Heritage Preservation Act.
Spatial Development Principles (ZUR) are documents that determine the basic requirements for the efficient and economical use of the local region; the principles are drawn up by regional authority for the whole area of the region.
The Zoning Plan (UP) specifies built-up areas, areas to be built on, and areas demarcated for change of the existing built-up areas. Its objective is the adaptation of land use within the territory of a municipality.
The Regulatory Plan (RP) determines the detailed conditions for land use, for the location of buildings and their spatial arrangement, and for protecting the value and character of an area. It may replace a zoning resolution.
What is needed for setting spatial development principles, zoning plan and regulatory plan from the point of view of a heritage-protected site?
Planning analytical materials are a tool to resolve the planning. The required contents are determined by clause 1 of §26 of Act No. 183/2006 Coll., on Spatial Planning and Building Regulations. The obligatory provider of details for planning analytical materials (as per clause 2c) of §32 of Act No. 20/1987 Coll., as amended) is the National Heritage Institute, which runs the Central Register of Cultural Heritage, as well as the National Archeological Register, and which is proceeding with re-identification of the immovable heritage fund and further activities.

What to avoid ?
Committing the individual stages of land-use planning documentation to the procurers for negotiation without previous consultations with the relevant National Heritage Institute expert.
What does one gain, if avoiding the above ?
You thus avoid the typical mistakes made by many designers who do not consult on planning permission and submit to the procurers land-use planning documentation that contains insufficient consideration for the interests of heritage management. We cannot deliver a positive assessment on such documentation, and as a rule it will have to be partly or totally redrafted.
If you communicate with the NPU right from the beginning of your project, you will save time for yourself, the architect and the Institute, and allow enough scope to consult on the documentation. Furthermore, you will save financial resources (by not having to considerably modify the documentation).
