Conservation Areas (Heritage reservations, zones and buffer zones)

Conservation areas are divided into several categories according to the level of protection and nature of the heritage ensemble, namely heritage reservations, heritage zones and heritage buffer zones.


Heritage Reservations (PR)

  • Can refer to urban/town, village, archaeological and other heritage reservations.
  • represent a higher category of protection for heritage rich areas

As a rule these areas are defined by a compact, historic built-up area with a large share of architecturally valuable structures, of which many have been designated as immovable cultural heritage sites. The homogeneous reservation areas, without significant newly-built structurally intrusive interventions, are distinguished particularly by a preserved historic ground plan, building development as per the original dimensions and shapes, including the profile of the roofs and the ratio of vegetal elements. In the interests of preserving the merits of these areas, a comparatively strict and rigorous protection is required.

The conditions of their protection are stated in the relevant legislative material, in the government decrees, on the basis of which these area were declared a reservation.

Not only individual cultural heritage objects (KP) are protected, but also other buildings and sites, i.e. the historic ground plan of the settlement (allotment, street network); spatial and material composition; urbanistic structure; furniture; historic underground spaces (especially cellars, tunnels); the panorama with its main features in foreground and distant views; historic gardens and parks; elements of minor architecture, material etc.

  • Prague, Brno, Kutná Hora, Olomouc, Český Krumlov, Slavonice
  • Examples of village heritage reservations (VPR)
  • Pavlov, Petrov - Plzen, Holašovice, Prague 5-Stodůlky
  • Archaeological heritage reservations (APR)

Examples of archaeological heritage reservations APR

  • Levý Hradec, Česke Lhotice, Břeclav-Pohansko

Other heritage reservation (PR)

  • Refers to specific cases, when it is not possible to classify the area protected.

Example

  • Kuks - presents a unique Baroque landscape composition with residential, spa and spiritual complex including the Betlém Forest with a collection of Baroque sculptures by Matthias Bernhard Braun.

Heritage Zones (PZ)

  • Can refer to either town or village heritage zones.
  • represent a lower category of protection for the protection of valuable heritage areas.

As a rule, the area of a settlement site or its parts is defined by a preserved ground plan outline and material structure with a lower share of preserved original historic structures (historic core or part thereof, buildings around the main square).

A heritage zone apart from a settlement can be either a historic environment, or a part of a landscape whole that demonstrates significant cultural values.

The conditions of their protection are stated in the relevant legislative material, in the decree of the government, on the basis of which this area was declared a reservation zone.

Not only individual cultural monuments (KP) are protected, but also other buildings and spaces, i.e. the historic ground plan of the settlement (allotment, street network); spatial and material composition; urbanistic structure; street furniture; historic underground spaces (especially cellars, tunnels); the panorama with its main features in foreground and distant views; historic gardens and parks; elements of minor architecture, material etc.

Differentiated protection may be applied to designated areas (i.e. determining, complementing and completing the area)

Examples of town heritage zones (MPZ)

  • Sušice, Jachymov, Bruntal, Jihlava, Třebič, Svitavy, workers colony on the edge of town Brumov-Zlin, Prague - Ořechovka villa quarter, Barrandov, the greater complex of the technical monument Žatec - outskirts, the valuable part of the landscape whole of the Lednice-Valtice complex, Chudenicko, Plassko

Examples of village monument zones (VPZ)

  • Prague 8 - Stare Ďablice, Plzeň 4 - Bukovec, Petrovice, Karlov

Heritage Buffer Zones (OP)

  • Can refer to immovable cultural heritage assets, National Cultural Propertys and conservation areas
  • Buffer zones in a conservation area
  • Serve to protect the tableau of a conservation area

On the basis of certain conditions, heritage management in the area of buffer zone conservation areas can regulate building activities and further interventions, in order that the merits of the area, for example panoramic and distant views, might not be damaged or endangered.
